I need to be able to setup a site that manages users by organization. So, you would have one Moodle install where the users are assigned to a specific organization. Then, a user could be assigned the role of managing users within this organization (adding, removing, enrolling, etc.). This is similar to course groups, but at a global site level.

This sounds like a job for 1.7 roles, but there is still no way of providing global group separation. I know that global groups are being considered for 1.8, so there may be a tie-in.

I think we may need to add global group functions to the 'capabilities' of roles and permissions. So, global groups would have a section in the roles area, with capabilities like: create users, delete users, update users, view profiles, etc. Then you could create roles for this. Then, users in a global group could be given those roles. I guess we could add many more capabilities to the global group to expand this.

This also sounds like global groups are becoming a pseudo-role. That is, we can define specific role type privileges limited by the members of the group.

I'm looking for ideas here. This is something I have to do, and I would like it to be a part of Moodle.

Thanks for pointing me here - to the best of my knowledge, this isn't something that you can do with roles and permissions, and you can't do it with the groups stuff that I've been working on as it stands. I certainly can see however that this is something that would be useful to be able to do... I don't want to add extra features at the moment but it's something to bear in mind for the future.

You are correct that you can't do it - yet.

But, I have some development time to use to create a system that allows users to be placed into organizations (Global groups) so that group administrators can be assigned to manage those users. Management would be adding, deleting, editing, reporting and enrolling.

I know you've been working on the 'Global group' side of things and I'd like to see if that canbe used as part of the solution.

Then, I'd like to figure out the best Moodle way to implement this. Can you brainstorm? Where can I see the work you've done on Global groups?

I for one would also be glad of this capability, I believe it is similar to what I was hoping from with the new roles in 1.7 (I added it as "Admin - category based" when the call went out for ideas for roles).

I haven't had a chance to look at 1.7 yet but I'm guessing from your post I may not be able to set up something along this lines even with 1.7 so good luck with your work 微笑
