I have the "allow posts to be rated" unchecked, but it still shows up in the Gradebook.

If this is an older version of Moodle (< 1.6) I think we experienced the same thing. If the forum was ever setup to be in the gradebook there wasn't a way to eliminate it. In the case where it happened, we ended up eliminating that forum and starting over. Hope this helps (not likely a whole lot, though).
