Moodle blocked in certain countries such as Iran and China?

Hello!

I am with the World Cube Association that hosts speedcubing competitions around the world and are getting ready to install Moodle for training. We have Delegates (speedcubing officials) based in Iran and China and are wondering if certain countries block Moodle access.

Moodle can be hosted internally, hosted on Chinese or Iranian servers - so it depends on who hosts it and whether that hosting company is blocked by China or Iran. I can't imagine there is a default blocking of Moodle software.

I just want to say that it makes me very happy to hear that the WCA will be using Moodle.

I taught a nephew to solve cubes, and so ended up taking him to a cubing competion for his birthday. He had a great time, and I was impressed with how well organised the event was, and how friendly and inclusive was the atmosphere. So whatever training you are already providing to organisers seems to be working.

Anyway, if all the work I have contributed to Moodle over the years can help make it even better, then I am pleased.

We have clients in China with Moodle sites hosted both inside (alicloud) and outside the country. We haven't had any issues and performance has been OK even when hosted on servers hosted outside China.

I doubt countries specifically block Moodle, but there are countries where access generally can be problematic. About 8 years ago I worked for a UK company that had many clients in China and there was always a background issue of "The great firewall".

When you say "if certain countries block Moodle access", what is Moodle in it? Do you mean those countries block sites running Moodle? Where? Inland or abroad?

When I think of the Great Bamboo Wall of China, I imagine something very sophisticated. Filtering based on the domain names and IP ranges are the minimum. They must be doing content filtering too. I heard that they are allergic to a certain nickname of the president of the country. ;) The software running those sites are also relevant, but I think they look for software that allows to share content anonymously apart from the dark web and other illegal operations than at educational platform like Moodle, which in its core knows only the usual SSL encryption (HTTPS).
 
I would say people in the Security and privacy forum know better.
