Can a teacher create zoom meeting?

I am using the Zoom meeting plugin and have a Zoom Business account. I am able to create the meeting link from the admin side because my admin email and Zoom Business account are the same. However, when I try to create a Zoom meeting link from the teacher side, I am getting the following error:

"Unable to find your account on Zoom. If you are using Zoom for the first time, you must activate your Zoom account by logging into https://zoom.us/. Once you've activated your Zoom account, reload this page and continue setting up your meeting. Otherwise, make sure your email on Zoom matches your email on this system."

Is it possible to resolve this issue with the Zoom meeting plugin?
Or can use bigbluebutton for this purpose?

Have you set the plugin up?  With the api key etc etc, created the app...

Yes, I was choose server to server app and registered clientId and Secret in Moodle. I have added my moodle zoom setting page. I hope this will help you.

It is some years ago I used my Zoom Pro license to configure the Zoom meeting plug-in in my Moodle site - I'm on BigBlueButton now. I remember the confusions I had when I want to take part in such a meeting (as a course participant). I found out, Zoom recognizes me from my e-mail and offer to close the "site" Zoom meeting and open a new one for me, throwing out everybody who has joined the meeting! This automatically happened, or I feared that would happen, if I let the Zoom Desktop to remain active (logged in) on my laptop.
 
The easiest solution is not use the same e-mail I used to buy the Zoom Pro account as a participant in Moodle. There may be more elegant solutions, not looking for one since I've discovered the (Open Source) BigBlueButton.

Thank you all and I got the solution.
Admin needs to load teacher emails under user management in Zoom and allow the licensed. Zoom will send the verification mails on that teacher emails after that teacher can create zoom meeting link.

Good to know. I remember the list of teacher e-mails but never had to do it. I believe the difference is, without the teacher e-mails it is always the meeting of the same account (the site account) and subjects to its limitations, for example the number of parallel meetings. With teacher accounts, the meetings belong to the teachers, so more parallel meetings are possible. Is that correct? Could you post the links to the documentation?
