Haven't tested, just read this in the German forum: Let's say you gave somebody the Teacher role for a whole course category. Now you create a new course in that category. Allegedly that person doesn't get the Teacher role in the new course. Is this the expected or is it a bug?

I think Ralf answered in the German forum - you need the capability enrol/category:synchronised along with category enrolment.
