It's a matter of working out which capability teachers have that non-editing teachers don't, then you can decide (if the capability is limited enough) whether you want to allow non-editing teachers that capability.
It's not always clear the full function of each capability without digging into the code. It might be moodle/course:enrolreview which lets teachers see the enrolment methods? Often the capabilities are a bit too general-- the one which allows you to view all enrolments might allow you to edit the enrolments too, which isn't what you want.
You could use a test account which has the teacher role to see if editing teachers can see all enrolments, then it's a matter of working out what capability is involved. Site Admin/Users/Capability overview allows you to select capabilites and compare their settings across different roles..
