Our assessments includes both a quiz and an assignment. Why can't we have safe exam browser with an assignment? That seems crazy... or Perhaps, why not having a safe exam browser option at the course level?
Currently, our customers requires safe exam browser, but we can't deliver since it only runs on Quiz activity as far as I know.
Is this something we could extend? Create a plugin? or is this so "core" that there is nothing we could do to offer SEB with assignments?
Thoughts?
Is there a reason you can't use an essay type question for the assignment part? Assignments are 99% of the time asyncronus activities and not something performed under exam conditions.

We must use the assignment activity, since our exam requires a detailed rubric for scoring and there is no such thing in the quiz AFAIK. That's why I need to find a way to get Safe Exam Browser working with Assignment. Is that even possible? Could a plugin do it or would we need to modify the core files?

You are correct in that Quiz does not offer a Rubric like feature, it is an often requested feature. In my view SEB for Assignment is not possible, Developing such a thing would be complex and challenging because you are attempting to work around the main feature that web browsers are designed to do, i.e. give access to web content, and SEB has to do things to keep up with current browser technology. I suggest other approaches such controls at the network level.
At Moot DACH last June, Luca Bosh and I had a good look at whether you could implement rubric grading for Essay questions, and we were forced to conclude that we couldn't (without orders of magnitude more work than could be done in a 2-day hackest).
The problem is that the Moodle 'advanced grading' subsystem (which is what manages Rubrics) has a lot of assumptions hard-coded into it which just don't apply to Essay questions. That would take a lot of re-working to resolve.
I think there is a plugin someone has made which does Rubric grading for essays, but they had to resport to some pretty spectacular hackery to work around the limitations.

Thank Tim for this very useful information. I posted this question in the Developer forum, but could we hire or donate to Moodle or you and Luca to have this "order of magnitude" effort of having Rubric based question types in the Quiz so we can finally offer all our customer Safe Exam Browser?

This is another classical case of what the designers see as a clean design is not what people do in practice. Here is a real case which raised my hair: The exam paper of a high-stake exam was made as a series of images. Think of it as screen-shots of the pages of the exam paper. The exam was then delivered through a Quiz which contained only the Essay type questions - each question being just one such image, no text. I'm not 100% sure how it continued. I think the students answered on paper, scanned them and uploaded to an Assignment activity!
There were multiple reasons for this design. The no. 1 reason was the various features the Quiz tool offers for high-stake exams, SEB being not the least.

If the essay is a single scanned file or a pdf file of images, I think the Video Assessment Module could be adapted for the purposes of rubric grading. The Video Assessment Module is designed to assess student performances with self, peer and teacher rubric scales and comments--presently with video files, but I see no reason other files could be assessed. You misunderstood. I was not asking for solutions. I was not the system administrator nor any kind of an administrator. I wasn't a regular teacher even. I was contacted for help once that system was running. And it was some time ago, during the Covid crisis (another reason for this ad-hoc solution). Once that support was over I was not contacted. But from what I heard they do it differently now. The story came to my mind because the OP is asking for a related thing. Even if I had a problem, I won't hijack a running thread.

That said, I'm not sure whether the arrangement was to attach the PDFs the students make to an Essay question. If so, there is this additional plug-in https://moodle.org/plugins/quiz_downloadsubmissions for better handling by teachers. That would have been more elegant than going for this additional Assignment activity.
