When using the "Browse list of users" page and the 'filter by system role' option, I've noticed that users are only able to filter by roles that they have the ability to assign to other users in the system context. Is there a way to expand this list of filter options without giving the users more permissions? I need them to be able to filter the results and see other users that have the same role as them without being able to assign that role to other users.
