Hi Ramy,
Are you able to install additional plugins on your site? If so, you could try the plugin Enrolment on approval.

Currently it appears the Enrolment with Approval plugin works only through Moodle version 4.1. Will this be upgraded, or is there a similar option, for Moodle 4.2-4.5?
