I think that Moodle does support Arabic usernames. I just tried with my test site , and this username: مودل العربي (arabic)
(I copied it from somewhere here)
And I was able to login ok.
So , on your site, what does "not succeed" look like?
Do you get an error message?
Does the user creation form not validate?
Or does it simply not let you log in after you made it ?
... or something else?
My suspicion would be that your database is not set up correctly. Follow the links on this page for your database server type to see how it should be set up:

Under Site administration > General > Security > Site security settings enable Allow extended characters in usernames.
