We are using Moodle 3.8 and the Microsoft 365 authentication plugin for user authentication. Our data are on the cloud. Sometimes we have issues connecting to the 365 due to internet issues.

We are going to make a local replica and local authentication using the LDAP so that if we have an internet issue, the users inside the college still can connect to Moodle. 

We will use SSO to decide if we don't have an issue with 365 then the users can use 365 authentication, if we have an issue, then the authentication will happen using the LDAP

Is this option applicable in Moodle to have a customized authentication plugin that communicates with the SSO and then allows the users to log in?

This response result of a plea for an answer via Private Messages.

Version 3.8 of core is old and no longer supported ...
That goes for the o365 plugin to core as well.

This plugin is updated with stable Moodle releases. This means as of October 2022:

    The versions for Moodle 3.11 and 4.0 gets full support. Any new features are guaranteed to be added to these two versions.
    The version for Moodle 3.9 gets security support. New features are not to be added to this version, but some bug fixes may be added.
    All other versions, included the one for Moodle 3.10, are out of support.
