Context is the following
Some students are part of a cohort that enrolls them in many courses simultaneously.
Sometimes it is required to exclude them from the specific courses that use cohort enrollment.
The reason might be different - the user either selected another elective course or could prove their grade in advance.
I don't want to process such cases as manual enrollment due to the high possibility of mistakes.
Is there any hierarchy of rules that may override an exception?
Those students have to be removed from the cohort.
Occasionally, I create the alternate cohort for a set of alternate courses.

Unfortunately, I have some exceptions for several cohorts. I don't want to split them even more. It looks like I do need not a cohorts but an enrolment by field option.
