I use the model by docker-compose in the image bitnami/moodle, I want to change the language of the system to Hebrew, I put the he folder from the link: https://download.moodle.org/langpack/4.2/ in the required routing: /bitnami/moodledata /lang/

But I get an error:

Your server does not seem to fully support the following languages:


Hebrew (he).

Instead, the global locale (en_AU.UTF-8) will be used to format certain strings such as dates or numbers.


I tried to solve it so I put the variable: WITH_ALL_LOCALES=yes in the docker-compose file but it didn't help

This seems more a Docker then a Moodle problem.
Moodle tries to tell you that the necessary locale is not installed on your operating system - the docker image.
I would raise a help request at Bitnami.
