Ah Ha... I think it has to do with "Site Administrators" under Users->Permissions. SO many places to look...
Strange, I have another user that sees everything from Site Administration, but is not listed as a site administrator but is listed as a Manager and Course Creator.
How can I give "Teachers" the ability to upload users from CSV file that will create them and add them to their course without making them a Manager?
