However, login as is incompatible with your request not to edit profiles. If you login as a student you can edit your own profile, so you would have left that possibility open.
I want a user who can go to MYSITE/admin/user.php without the ability to edit the profiles of other users.
But if you remove moodle/user:update, they lose access to that page.

I am sad that nobody replied to you since March last year... it looks abandoned, not good for Moodle.
