Not exactly sure where exactly to post this, however, I've posted in this forum before and was point in the right direction plenty of times before, so we'll give it a go.
My district is looking to integrate K12 educational standards into moodle. I'm wondering if there were any modules or any hacks that are out there that allow moodle to show standards. Our plan is to show standards on the lesson module (and link to those standards). That way when a kid is browsing the lesson module they can click to view the standard(s). I visualize this as a bar (print_simple_box) right above the lesson content that says: "Standards: EDU1.2-6, EDU2.5-6, etc, etc". The teacher will/should also be able to select the standard(s) that they want to apply to that lesson.

Something similar is planned for Moodle 2.0 (see Metadata in the Moodle Roadmap).

ASAP... Is it possible for my team to begin development on the Metadata module?

The teacherplan approach is a more formal way, starting with a curriculum.
Your wish to make them easy look-up-pop-ups can be realised more easy:
- create a glossary
- make it a global glossary
- put all your standards in the glossary in an unusual format like =standard4.5=
every place where you type (in line) this unusual =standard4.5= it becomes a hyperlink with your description in your global glossary..
