I don't 100% know, but I am fairly confident that it will work.
I don't think there were any changes in Moodle 4.1 which were likely to break question type plugins.
And, on github, all the automated tests are passing when run with Moodle 4.1 (https://github.com/maths/moodle-qtype_stack/actions/runs/3488465616/jobs/5837323399) with no special effort having been made to achieve that.

I installed Stacks on my Moodle 4.1 and it's works fine.
