we upgraded Moodle to ver. 4 then upgraded the attendance plugin to ver. 4.0.10
since then, we can't find the reports tabs on the attendance activity

Does the link in the left hand menu to report not work?
I've recently tidied up the navigation in attendance so that it displays like other core activities in Moodle 4 - this means in Boost, you get the navigation items as tabs up the top, and the rest of the items in the "more" drop list, but in the classic theme which you appear to be using it puts all the items in the administration block like Emma is pointing to.
This is really just how all Moodle activities work in Moodle 4.0 - not really specific to attendance but the way your chosen theme works.
