The diagnosis of slowness is an involved thing. You have to provide as much information as possible about your Moodle site. If you suspect the theme, you can temporarily switch to the default theme by adding a line $CFG->theme='boost'; to your config.php.

BTW, you haven't switched the Theme designer mode by any chance?

As Visvanath suggests diagnosing performance issues can be complex, however you have included some important information, the amount of time, and the non core plugins.

There is an issue with a a theme like Edweiser Remui in that because the code is not publicly available people in these forums don't know what is in it. So first of all disable that theme and confirm that the issue is still there. If you change the theme by going to settings/set in URL

The change will only apply to yourself and not others so that is a good option. Please confirm when you have done that test and what the results are.
