No, there is no not. There is no way do this in bulk via a csv because there would be too many fields since a role can have hundreds of settings and it is not common to need to create so many roles.
Instead, you can use the export function to save a role as a "role preset" xml file, then import it to make a new role.

If you really want to do this outside of Moodle, you can directly edit the xml file to change things like its shortname and other settings but it will probably not save you any more work than doing that part manually in the interface.
