It's in the left-hand navigation on the core Boost theme. If you are using a different theme it may be somewhere else. Is your theme definitely compatible with 3.9.
The Participants (people) block was removed in Moodle 3.8 as it is no longer needed - since you have a link to Participants in the Boost theme as Howard said. See the 3.9 docs https://docs.moodle.org/39/en/People_block
