Moodle 4.0.1 doesn't show the list of participants and crashes when trying to open grader report

You might check your input_vars setting in php and make sure it is set to 25000 or more...
Make that max_input_vars
Mine is set to 5,000. How much more than 25,000?
I would start at 25000 and see if that fixes it. With that many students, the grade book has to load a lot of entries, that setting will break it if not high enough.
