Uhhh ... "which moodle installation is suitable for a university" ...by that do you mean fork of Moodle? There isn't one specific to a Uni! Factors ... got a SIS (student information system)? .... and other systems related to a Uni. Integrate?
The advice normally seen when one ask about 'platform' ... in this case, I guess cloud ... is 'go with what you know!' ... so are you a 'cloud archictect' or whatever that is called?
Amazon? Azure? Google?
Factors ... number of students, number of courses ... basically, large number of students and courses then the 'cloud' that offers the most flexibility in terms of hardware - CPU's, Memory, space - and ability to ramp up more when needed.
There is no forumula for X number of students and X number of courses = this is what you need!
When it comes to the moodle code itself ... the stock offering found in moodle downloads, I'd highly recommend installing and maintaining via git!

While above suggest 4.0 ... that's the other I'd semi-strongly suggest .... install 3.11.highest and wait for 4.1 of Moodle code cause it's 'long term support' and in going forward, if one can, use LTS versions.
