User's account disabled after upgrade

User's account disabled after upgrade

I tied to upgrade from  LTS 3.5.8+ to LTS 3.9

I went to 3.6 and then to 3.9, and it appeared to go well; however, after the upgrade, I received complaints that the user's accounts were disabled.

Any advice what I might have done wrong?

What authentication method? I suspect a third party plugin maybe that did not get installed?
