I have run into a problem I never had.

My Moodle 3.9.8 , as well as my MoodleCloud site - Moodle 3.11.1 (Build: 20210712) - fails to properly treat Polish characters when forwarding personal messages to email. (However, forum forwards, for example, show OK, as do Polish language notifications.)

My older Moodle 3.6.10, and earlier versions I had, forwarded Polish messages with diacritics properly.

I have not been able to find any reports - either in Moodle.org forums or on the tracker... sad

is this a known issue? Does it affect other languages? How can I resolve my problem? 

Any help and pointers kindly appreciated.

For what it's worth, one other thing I can add is that the email test message sends correctly. So this file outputs what it should

/admin/testoutgoingmailconf.php

and the Polish language string "testoutgoingmailconf_message" is rendered correctly in the email body.


It's the typed personal messages with "accented" characters that do not transfer over well to the email. The problem is NOT restricted to Polish, just tried these French characters

L'accent circonflexe or "chapeau" (â, ê, î, ô, û)

And they too did not render well in my email. This is what I received:

I have opened a Tracker issue for the reported problem: https://tracker.moodle.org/browse/MDL-73447 .

Please vote whoever cares - This does look like a serious bug to me.
