Can someone please explain the use of the new skip-block feature in sideblocks in version 1.6?

They are meant to be invisible for normal users and only visible for screenreaders.
If your theme inherits from a standard theme this should be so, otherwise you will probably be seeing all the "hidden" code.

Dear Martin, but the link http://test.moodle.com/?lang=fa_utf8 has the same problem, the page is very wide with "skip block" in the extreme left side.

I can confirm the bug on, http://test.moodle.com/?lang=fa_utf8 regarding "skip block" hidden text being visible on extreme left of very wide page with horizontal scroll-bar. It occurs under Internet Explorer 6, and probably requires a Ctrl+F5 refresh - be persistent!
The AVI shows the bug on a course/category.php page, in 'wood' theme, but I have confirmed using 'standard' theme.
