If your theme inherits from a standard theme this should be so, otherwise you will probably be seeing all the "hidden" code.
This page should have more info on it: http://docs.moodle.org/en/1.6_theme_upgrade
Thanks for your prompt answer and for pointing me to http://docs.moodle.org/en/1.6_theme_upgrade, just the resource I needed.

I think this film help you to undrestand my problem . please notice that the template that use in this portal is your default template and I dont custome this template . please help me .
this is film link http://www.medsh.org/film1.avi
I have the same problem with default theme when my moodle is in farsi mode, skip block will show for all users.
Have you tried changing themes?
Dear Martin, but the link http://test.moodle.com/?lang=fa_utf8 has the same problem, the page is very wide with "skip block" in the extreme left side.
The AVI shows the bug on a course/category.php page, in 'wood' theme, but I have confirmed using 'standard' theme.
Discussion continues in bug 5628, http://moodle.org/bugs/bug.php?op=show&bugid=5628
(Martin, thanks for the explanation, 30 March)
