I've updated the Foundation theme for Moodle 3.9 to 3.1 as follows:

with:
- Add header language menu setting.
This new setting allows you to state what layouts (https://docs.moodle.org/dev/Themes_overview#The_different_layouts_as_of_21st_April_2013 - bar 'redirect') the language menu will show on. This will only happen if you have more than one language installed, the site 'langmenu' setting is enabled, and the language is not forced on a course except the site:
