Hi - I tried to join the Moodle QA telegram  group 

from this page -

But, clicking the link didn't join me to the group. 

I know Moodle 4.0 testing starts in November, I'd like to help.

I'm sorry that you found the Moodle QA Telegram chat room closed. I have updated the docs page to mention that the room will open when the QA cycle starts. (We closed it after the last QA cycle because it was only attracting spammers.)
