Please tell us what version of Moodle is this? And what's the PHP version?
What looks like the same problem came up in another thread:
I'm guessing you have Moodle 3.7 and PHP 7.4. However Moodle 3.7 supports PHP 7.1 to 7.3.
You'd need to upgrade to Moodle 3.8 or later, or downgrade PHP. Currently supported Moodle versions are 3.9 (long-term support), 3.10 or 3.11.
