How to transfer files and database of moodle website from my localhost to cloud(AWS).

I am using Moodle version 3.10.4

You can just install a Linux server instance and install/migrate Moodle using the instructions on the Moodle docs wiki. It's no different to Linux installed anywhere else.

I'm wondering if thats' what you're actually asking...
