Site administration role and course roles

Our Moodle is supporting 3 separate groups. We would like for these groups to have to have the ability to add and delete users both from Moodle and from their respective courses.

We have tried creating a separate user with access to site administration and access to the course site. From the course site perspective this user needs the ability to create and review the course site as faculty member would and to see the participants as well.

The issue right now is giving this user access to the users section so they add or upload users to moodle and in turn the course site. They should have access to any of the other courses. But should have the ability to upload users to Moodle and also enrol them in courses.

We are presently running moodle 3.10.

Have others been in this situation If so what have you done?

Looking for thoughts and ideas and recommendations.

Hi Chris - It seems to me that all you need to do is add the user you have in mind to the list of Site Administrators.

Users -> Permissions -> Site administrators

Or am I missing something?
