I've just read the ten-step process here. Excellent explanation.
But, honestly, ten steps into the innards of Moodle is rather complex and perhaps risky. Judging from the number of enquiries about this that turn up on the web, I don't think I'm the only one who would like it to be more user-friendly. I would like to change the message frequently.
Feature request: a field in admin called "append personal message to registration email".
