At the risk and peril of asking a redundant question, I need to ask. Is there a way to change the font color of a book chapter title. I working on a moodle course that parallels a website. It would be great if I could make the chapter titles sea green. Not that the colour matters)

As a function in that resource, no there is not, but any font, colour, border etc is something that can be changed. Remember that Moodle is a website, so all you need to do is get some custom CSS going on your theme.

Try making a coloured underline image and use that directly underneath the title to connect your users to the colour coding. I have the same problem at the moment as I wanted coloured backgrounds to titles of activities (and these were colour coded). But I can't, and I am trying to figure out workarounds. Here is what it would look like. All the reflective planning activities are pink coded:
