Announcements not received by enrolled site users

Hello Community,

A similar post about this same issue (using Moodle Cloud) is posted to that forum.

We are using Moodle 3.10.3, Boost theme, own server.

This morning, (about 10 hours ago), we posted a site-wide (not course site-specific) announcement about the next Moodle releases to our site, but the users did not receive it by email. 

The post appears in the Latest Announcements block; see screenprint #1.

The checkbox option to enable users to receive the announcement without time delay was checked when the announcement was posted. #2

Subscription to the forum posts is forced, see screenprint #3.

A check of users' notification preferences in their profiles, for email, far right, reveals ON, to receive forum posts by email when not logged into Moodle; see #4.

What else should we check to ensure announcements is working so users receive the posts by their email in their profiles? Suggested fix(es)?

Additionally to the above post,

We reviewed the Moodle docs topic, https://docs.moodle.org/310/en/Forum_FAQ#Why_are_forum_post_notification_emails_not_being_sent.3F and have the default settings done for Outgoing mail configuration.

Yes, setting up Cron is essential for sending forum mails. Cron is a must for the proper functioning of Moodle in many other places. The Moodle Docs page you linked has all the details.

Thank you Visvanath.

In reading the Cron info page and digger a little deeper in the links on the page that refer to other info, when checking the System Status, about Cron, it reads 



Interesting there are no tasks failing yet the announcements are not sending to users via email and when Cron running (above) is clicked, it reads



1 second differential; doesn't sound like a lot, but with respect to Moodle, it is.
