I added a feature improvement to the Moodle Tracker the other day for the following issue: H5P-activities copied with option "make copy of this file" should be saved in the Content bank after noticing that these copies are saved into the Server files area. To add to the confusion, you get this option to "make copy of this file" when you are adding an activity or resource in Moodle. It should not be at this point you get to save a copy of the file, but only to link to existing content using the alias option.
