I can't figure out how to insert a new topic in between existing topics. They dont' seem to be able to move around. How do you drag and drop a whole topic?

When you turn editing on in your course, a handle should appear next to each topic, allowing you to drag and drop it to a different location/order.

I believe this is an issue with your theme, but unfortunately am not able to trouble-shoot that for you. If you can share what theme you're using, maybe someone else can jump in with a solution.
Do you know how to change themes? I can try that
I figured it out. If you change themes to "flexible sections format with matrix" then you can move topics around. You can then switch back to the original theme!
