Messaging a large number of students who have not logged in for a while

verions: Moodle 3.9.2+

We have about 390 students a course that was not monitored very well, many have fallen behind.

I tried to message all students (using the standard student messaging option) but Moodle came up with a warning "do you want to message all these users" and the only option was "No", the Yes option was greyed out.

How can I

a) sort the students by last time on server (over 30 days) then message them as a group - not just one by one.

b) effectively message all users without being blocked my Moodle.

Thank you in advance!

If you are a site admin, check out Site Admin Menu, Users, Builk users ... set filter ... check the list ... then if OK, select.

There will be an option to bulk email a message.

Caution: if using Moodle's default phpMailer and not an SMTP relay that will allow hundreds of messages, you could possibly get your Moodle listed in a blackhole/list as a spammer box ...

OR if using SMTP relay,  overtax the SMTP server.   The latter will queue up messages and attempt to send them via adhoc_task at next run of cron job/scheduled task.
