Creating new 'admin' user type - help please

Hi,

We need to add an 'admin' type role for an existing user so that they can amend course dates (I think 'teacher'), but also administer their students' password resets to remove the load on us. 

Questions for you super knowledgeable bunch please:

  1. Does such a role exist already or will we have to create new? 
  2. If new, what roles will we need to add to make this user able to change only *their* students, not all?

Firstly, user passwords is a site-wide role (it needs to be assigned at the site level) so forget teacher - that's a course role. It's impossible to have a site-wide role that only allows access to certain students.

The obvious role is Manager (but it will allow access to *all* students)
