Is it possible to restore a course from a 3.9.4+ backup file to 3.9.4? I am trying this and getting stuck at restore role mapping. Only choice I have is Cancel.

Yes, possible 3.9.4+ to 3.9.4 ... that's not much a jump down or up.

When backing up the 3.9.4+ course, you could make the backup no user and restore ... no conflict then.  You could un-enroll higher than student accounts from course, and restore.   Shouldn't have an account that is admin level enrolled in a course (that's a big no no).

So you have options to contemplate and try. ;)

In general, only restore *forward* in versions is supported. However, it's highly unlikely this would be an issue for a step so small unless you are very unlucky.

Mary's explanation is the most likely.

If you are seeing the error message "Trying to restore user (admin) from backup file will cause conflict", try enabling the setting 'Allow admin conflict resolution' in Site admin > Courses > Backups > General import defaults
