Moodle to Moodle Migration - Best Strategy - Approach

I wondering what's the best approach to migrate courses from one moodle environment to another moodle environment. 

The approach I've been seeing mentioned most is backing up files and using course backup files to upload in the new environment.  

Please note we don't want individual user data.  Only need to move courses from one environment to the other.

If there's a limited number of courses then backup and restore is the answer.
