whenever I upgrade the new moodle theme It shows "Error: Database connection failed"

when I installed a new theme in a newly moodle setup this error occurs, I'm using xampp server 7.2 PHPMyAdmin database, whenever I clicked on "upgrade database" it shows this I tried a lot to resolve this issue but failed
