I am not sure what you are trying to do. However, as Tim said, if you have enough questions in your question bank, Moodle can randomly pick from these. If you are saying that you might want to give a student a second attempt, no, you do not need to duplicate the quiz. Simply make a "student override" for this quiz and change the number of attempts from 1 to 2.
