Customizing Default User Preferences Page

Our standard users are not able to set a custom language in their preferences page. For the life of me I cannot figure out how to show that option. I'm normally pretty self-sufficient with front-end admin type stuff, but I cannot seem to find out how to turn that option on for our users. Any help would be most appreciated. We're running on 3.5 / Boost

I was able to find this and fix it myself. The problem was "authenticated user" system role was not allowed to edit their own profile.

(Admin/Users/Define Roles) - Edit own user profile
