I have trouble with this error:

Warning: mysqli::set_charset(): Error executing query in /var/www/vhosts/ucilnica.osbrod.si/httpdocs/lib/dml/mysqli_native_moodle_database.php on line 594 Error reading from database Coding error detected, it must be fixed by a programmer: block_manager has not yet loaded the blocks, to it is too soon to request the information you asked for.

Do you have any idea how to solve this problem?

Have you written some code that caused that error? If so, please post some details of the code you wrote.
