i have activity1 and activity2 in my course

i need my student to do and submit a file in activity1 first before they can proceed to do and submit a file for activity2.

in short, activity2 has a restriction that the student should first comply (do and submit a file in) activity1.

do we have a plugin for this purpose?

You need to enable Activity completion and set the completion condition for activity 1 (which should be an assignment) to "submit" and then use Restrict access on the activity 2 to open it up once the file has been submitted. Those blue links take you to documentation explaining the features.
