Email not sending in moodle. What could be the issue

Am using moodle version 3.8.

I checked the Outgoing Mail configursations, they are Ok. I also tried leaving the default values. Still get same error.

Hosted the moodle site on Digital Ocean.

It would work if they were!  IIRC, DO actually blocks outgoing SMTP, so how have you configured mail?
