The average final grade I get is only for the quizzes that have been answered while ignoring quizzes that have not been answered that should be calculated as zero,
How to overcome this issue?

That is a gradebook setting. In the Grade Category settings, you need to Uncheck Exclude Empty Grades.

https://docs.moodle.org/38/en/Grades might help you. Realize that Moodle's grade book is very powerful. Make sure to experiment, and practice what you are doing.

From the course, go to grades, setup tab, click on the Edit by the category heading...
