I'm a struggling Moodle admin and am trying to create a role which can create quizzes but not publish them. I am lost in the thicket of context types, capabilities, and permissions. Any hints you can give me would be very welcome.
BTW, the Moodle version I've given (V3.8) is from the URL for "About this page". When I go to Site Administration>Notifications I see a list of ""The settings shown below were added during your last Moodle upgrade" but no version information.
