Can someone please tell me what it the meaning of the origin 'restore'

I assume that they are events generated when restoring a course.

Yes, origin "restore" refers to a course restore and all the various items it is restoring. The final entry in each sequence of the restore will the the eventname "\core\event\course_restored" with an action of "restored" which marks the completion of the restore.

I have also seen from time to time the "restore" origin field used for grade items. I am not sure exactly what action the teacher is doing to have this happen, maybe manually reverting a grade, but it does happen. I have not had time to investigate further.
The recycle bin does not use this when restoring, it uses web as origin (which is okay but it also uses cli as origin when an instructor manually deletes an activity, which seems inconsistent.)
